Overall Project Implementation Frameworks

The Department of Water Resources (DoWR) of the State Government of Odisha is the Executing Agency for this Project. DoWR has established a Project Management Unit (PMU) with headquarters at Sukinda, in Jajpur district of Odisha to implement the project. This unit is responsible for decision making on all issues related to design, planning, budget preparation, execution and progress of the works of the Project. The PMU is an integral part of DoWR, GoO. In order to smoothly implement the Project, a Project Coordination Committee (PCC) and a Project Governing Committee (PGC) have been set up by the Government of Odisha. JICA India office at Delhi has overall responsibility of overseeing the project implementation and has to take final decisions on specific issues involving modification/alterations of the terms and conditions of the L/A or unforeseen circumstances, as the case may be, including Technical Cooperation details and monitoring of special study etc. JICA should be an observer in the meetings of PCC and PGC. MOWR shall also be invited to the meetings of PCC and PGC as and when considered necessary.

 

Project Coordination Committee (PCC), Constituted by GoO, DoWR, Notification No. 2331 on 3-2-2017

The Project Coordination Committee (PCC) Chaired by the Chief Secretary, Odisha is the overall policy directing body. It shall meet quarterly, during the month of January, April, July and October Subsequently, in the first PCC Meeting, it has been decided that the PCC will meet half yearly every year. The PCC will look into policy related issues on Land Acquisition, Environmental Safeguards, Agricultural development, Land acquisition, Disbursement and financial matters besides issues related to National Highway and Indian Railways, Rehabilitation and Resettlement requirements needing immediate attention at higher level. PCC is to take stock of the overall project implementation and sort out interdepartmental issues and issues needing coordination with the Central Government and other external authorities. This committee will review progress and bottlenecks and provide guidance on related matters.

Project Governing Committee (PGC), Constituted by GoO, DoWR, Notification No. 2338 on 3-2-2017

The Project will be governed by a Project Governing Committee (PGC). The PGC, headed by the Principal Secretary, Department of Water Resources will govern and monitor the activities of the project on a regular basis. The PGC shall have representatives of Revenue Department, Finance Department and Law Department as special invitee members, who may be requested to attend specific meetings of the PGC when matters relating to the respective department(s) are required to be considered by the PGC. The PGC will meet at least, once a month The first PCC Meeting has decided the PGC will meet quarterly to discuss and decide on matters relating to the project.

Project Management Unit (PMU) at Sukinda

The Project Management Unit (PMU) is responsible for overall management of the project. Its major activities will be – Managing communication, Managing integration, Managing costs, Managing time/schedule, Managing human resources, Managing risk and Managing stakeholders etc. This unit shall have ultimate responsibility for decision making on all issues related to design, planning, budget preparation, execution & progress of the works of the Project and appointing contractual staff. It shall have full powers for outsourcing of several components, and can appoint consultants/advisors, as needed. PMU is headed by the Chief Engineer, JICA Project, Rengali Left Basin.

Core Staff of PMU consists of one circle for civil works managed by S.E., 4 divisions headed by E.E. and other supporting staff including an EE as Assistant to CE, EE in Design & Monitoring Division and Safety, EE Quality Control & Research Division and an MIS & GIS unit Leaded by DD, GIS & MIS. There shall be a Soft Component unit to look after On-Farm Development and other Soft Component Activities. This unit is to strengthen non-civil work activities in the Project. A multidisciplinary support unit for the Soft Component unit will be established in the PMU and a head for the unit will be newly appointed on deputation from Department of Agriculture & Farmers Empowerment. In the unit, experts on gender, on-farm water management, agriculture and participatory irrigation management (PIM), agribusiness, and livelihood will also be appointed. Besides, a post for Multifunction Expert has been created in the PMU to meet requirement of expertise in different subjects that may be required in the Project. This unit will be accountable for all related activities including budget and expenditure. Land acquisition, rehabilitation and resettlement matters are being looked after by a Spl. LARRO, supported by three Zone Officers. There is a Financial Advisor & Chief Account Officer to manage accounts and financial matters. The Spl. LARRO and Financial Advisor & Chief Account Officer are deputed from Revenue Department and Finance Department respectively to work exclusively for the Project. All these personnel are fulltime and are located at the Project office in Sukinda.

Project Management Consultant (PMC) at Sukinda

The Project Management Consultant (PMC) at Sukinda is to suppoort PMU towards achieving an efficient and proper preparation and implementation of the Project. The PMC is a Consortium of the Nippon Koei, Co., Ltd., Nippon Koei India, Pvt. Ltd., and WAPCOS Ltd. The scope of the Services comprises of: 1) Overall Project Management; 2) Planning and Design; 3) Pre-construction and Procurement; 4) Construction Supervision; 5) Operation & Maintenance of Irrigation Facilities; 6) Participatory Irrigation Management; 7) Environmental and Social Consideration; 8) Guidance and Training; 9) Development of MIS / GIS; 10) Monitoring and Follow-up of Phase-I Project; and 11) Special Tasks, as needed (Safety Measures, Assistance in Land Acquisition and Financial Management). The Consulting Services commenced from 1st September 2016 and the time period, according to the Contract, is set at 84 months from the commencement date or completion of the Project, whichever comes earlier.
